Add overflow hidden to parent element of watch page. The whole web page had short scrollbar, which appeared when comments are off. Reasons of their huge height, 800px to be exact, is still unknown. Hence, deeper in tree, parent element of video block with description and comments, are being modified to have hidden overflow.
