Release notes for 0.1.3

Added various QoL features, like drag and drop of bookmarks for changing placement, sorting, editing the folder and subfolder tree.
Added delay and check for loading webpages and lazyloads, so slower internet connections dont get black screen/incomplete thumbnails from delayed loading.
