v0.9.5 -- maintenance update.

• Bumped manifest version (0.9.3 -> 0.9.5).
• Added browser_specific_settings.gecko.data_collection_permissions
  with required: ["none"], to satisfy Mozilla's new data-consent
  requirement. matata does not collect user data through the consent
  screen -- the extension simply forwards URLs, request headers, and
  cookies for the target origin to the matata desktop app on the
  user's local machine via native messaging. Nothing leaves your
  device.

No new permissions, no new content scripts, no behaviour changes.
This release exists primarily to bring the listed AMO copy in sync
with the matata desktop app's current install paths and native-host
registration.

Reminder: the extension is a bridge to the matata desktop app
(Windows). Without matata installed, the extension is a no-op.
