    This extension restores the previous Firefox behavior by nearly 100%.
    Downloading a PDF completely prevents a new tab with the PDF Viewer to open and optionally shows a `Save As...` dialog.
    Implemented a Settings Page for user preference for Save As which also supports setting this via enterprise policy.
