Added a few classes to check for when disallowing refreshing, as it was refreshing when the emoji dialog and one or two others were open. Should be more thorough now.

Reduced the interval to 1 second from 2, and added a 5 pixel padding to the scrollTop check, in case the user's mouse slips a little bit and the page is scrolled just a tiny bit.
