The tab context menu appears only when two or more tabs are selected. The tab context menu must appear even when one tab is selected.

You do not need to select multiple tabs to have the "Copy selected tabs" option, but this option is only added to the tab context menu so you must right-click on a tab (and this is intended behavior).
