LIB-559: Add support for importing configuration for Brave browser (doesn't impact Firefox users, but required some code refactoring to pull in Firefox's behavior)

The browser does not support the FileSystemAPI, and cannot display
the file picker. This change refactors the implementation to still
allow a fallback to a paste window
