Bug fix: after unblocking Youtube, open Youtube pages didn't always get reblocked after 30 minutes unless reloaded.

Bug fixes:
-The logic to allow access to Youtube was broken and is now fixed.
-ControlPanel.html mistakenly indicated that time requirement was met after 3 minutes of sleep. This has now changed to be coherent with the 30 minutes required.
