Am I missing something?
It's just a completely plain swathe of pale blue/pale green/pale grey (delete as appropriate depending on your RGB preferences), not a theme!
Its only redeeming factors are that it doesn't clash/obscure my icons menu buttons and doesn't need zillions of rows of additional blank toolbars to get the full effect What effect?!
