Added toolbar popup to enable or disable neko on a global and per-host scale.

Fixed previous update making Neko run against the upper border of the page.
Pointer now needs to move further away before Neko wakes up.

Position persistence across page loads:
Oneko now stores Neko position when leaving a web page, restoring it on the next page to load. No more running in from the top left every time.

Position offset from pointer:
Neko will now always stop somewhere above the pointer as to not get too much in the way of text entry. How considerate.

Only one Neko:
If a page already has a neko element in the DOM, it will be used instead of adding another one.
