Stops keyboard shortcut hijacking by blocking sites from seeing keyboard events. Makes exceptions when focus is in certain editable areas that often require keyboard handlers for good behavior. These include:

Textual inputs
Rich-text editors
Media with custom controls

Allows whitelisting a site — allowing it to see all keyboard events — either by clicking the toolbar icon or editing add-on preferences.
