I'd be glad to help troubleshoot why download sounds aren't playing (I can't reproduce it). Perhaps you could open a GitHub issue to share more info?

Are any other events working for you? I've found that extensions can be disabled for private windows or restricted sites, which you can check and toggle on the about:addons page. This might cause Noise to produce no sounds, even the settings appear correct.
