It is so as to help page is scrolled to "3. Folder Manager" section when user clicks Help button in new Folder Manager. There are no anchors on the page (post) so some javascript (and thus permission to access data for mozillazine.org) is needed. This will be removed when project is moved to github or gitlab. No ETA though :( And I am glad you find UBM useful.
