Added a data collection opt-out to the advanced options page on Chrome. Note
that this is not currently shown on Firefox because Firefox users are
currently always opted out of data collection.
Added the ability to generate anonymized debug/behavioural logging for a
marginal amount of users. This is set to opted out by default for Firefox and
can be opted out on other browsers.
