This update improves reliability and adds opt-in support tooling:
- Fixed organization-defined custom shortlink routing rules, which were being ignored
- Screenshot capture overlay now reliably follows your on/off setting
- New support diagnostics mode: if you ask your organization's administrator for help with link routing, they can enable time-bounded diagnostics for your account; nothing is recorded unless this is enabled for you, and it switches itself off
- Stability fixes: background service worker, right-click menu duplication after updates, new-tab page icon
- More reliable delivery of error reports and diagnostics when the browser suspends the extension's background process

Fix Snipit overlay showing by default for all users. The overlay content script
was defaulting showOverlay to true before the async settings fetch completed,
causing the overlay to appear on Cmd+Shift even for users who never enabled it.
Now defaults to false (matching server-side default) so the overlay only shows
for users who explicitly opt in via snipit/settings.
