Enhanced Planning Mode by letting you plan with an existing nation
* Select an existing nation to view it's range and town's
* Add your own planned towns to see if it truly connects
* Can even experiment with your own planned nation if you don't want to focus on an existing one
Added a "X" to server info so you can close it easier

Improved Planning Mode
- No refresh required when placing a planning nation
- Towns can now be placed, merge with nation circle, and show the chain clearly. Region turns red if nation town chain is broken.
- Lots of visual cues to show range on mouse cursor when placing nation or town, as well as dynamic UI to know which town you're selecting when modifying and repositioning.
