Occurs with youtube videos that have fullscreen (including theatre mode) disabled. It seems to occur at random. The video controls are rendered unusable until you resize the video to non theatre/fullscreen dimensions. When the video is paused, a "More videos" banner pops up, instead of being a list on the right side of the page next to the comments.
