I do believe that this is the easiest to use and best Youtube speed control.

Everybody can set their own hotkeys. And it is easy to do.

I happened to chose Z X C for the 3 hotkeys: slower default faster. The app even kept any previous assignments to those keys from doing anything. Click the extension icon and click ON the option: Persist Speed Across Videos. Wonderful.
