EDIT : Ok my bad, I was expected it to work with " instead of <<

EDIT 2 : As Jucá Costa said, it conflicts with some inputs. For example : it does not work correctly inside wikipedia (VE) editor (seems to work but after the page is saved you get something totally different)

Moreover, the plugin always keeps changing lang back to english.

It should. Use << and >> signs to convert to Guillemets.
