Fix bug that was affecting MaiWaifu badges of users with certain other badges, specifically a VIP badge, that was removing the MaiWaifu badge from those users.

Implemented Riot js templates for dialog and tooltip elements. Previously we were using raw html/css/jquery. Changed styling of the tooltip slightly.
