v1.16 now supports root folder selection also there is an option for pinned tabs.
Also you can add single tabs to existing session via the tab context menu.
I know that is not exactly what you asked for but it is getting closer :D
There is a way to load tabs only when they are selected (like the LoadTabOnSelect extension).
I plan to include this in v1.17 or 1.18.
